Here is the text of the message you get AT THE END:

If you cancel your Intelius Premier membership and do not use your first Background Check voucher before 11:59PM PST on 1/31/2019, you will pay only $7.95 for your membership access. Otherwise, you will be charged $29.95/month so long as you remain a member.

I accepted an offer for $0.95 why would I pay even $7.95? It did not say that anywhere let alone the monthly membership…
